This is a three year project in which Community Links Trust Limited (CL) will aim to embed a culture of preventative services among charities, funders, public sector bodies. The project aims to increase understanding, gather evidence to support and promote the idea that preventing problems from occurring in society is preferable to coping with the consequences. This will be done by building networks and forging links across sectors. It intends to produce a robust case for early action using research and evaluation. With the examples of good practice, research and widened networks and relationships, it is intended that the work produced will influence policy, spending and become embedded within organisations. _x000B__x000B_In 2009 CL published a report entitled 'The Triple Dividend: Thriving Lives. Costing Less. Contributing more.' This was the first report of the Early Action Task Force. Task Force are a group of experts that were brought together to discuss the question 'How do we build a society that prevents problems from occurring rather than one that, as now, copes with the consequences?' From this initial report, the task force, lead by CL, spent 18 months producing the soon to be published report 'The Deciding Time: Prevent today or pay tomorrow.' This report and its recommendations form the basis for phase two of the work of the Early Action Task Force, and forms the basis for this funding application._x000B__x000B_In phase two, as well as continuing to give early action a high profile and raise discussion by extending the task force building a case for preventative services , examining what is known and tackling the obstacles. The beneficiaries targeted in the outcomes are third sector organisations, funders and public services. These are the organisations/bodies that deliver and commission the services for communities which the project aims to influence. _x000B_
