DROs are a critical debt solution for many who fall into that category and tend to be used by very low-income clients and often those in vulnerable circumstances. Most debt advice agencies who process DROs (as Competent Authorities) undertake a significant administrative effort which is currently underfunded.

It is estimated that in 2012/13, 1.2 million women and 700,000 men experienced gender violence and abuse. The National Network of Citizens Advice Bureaux is the largest provider of free advice in the UK and is well-placed to help people open up about their experience of gender violence and abuse by asking a simple question at the start of advice sessions, usually related to financial and housing matters. Once disclosed, bureau staff can provide relevant advice and support including referrals to specialist agencies.The grant will pay for England and Wales-wide roll out of specialist staff training and on-going support, and client evaluation. This will mean that more people facing domestic abuse are identified early and can get the appropriate help they need.
