The Improving Lives Through Advice programme is made possible by a £30 million grant from The National Lottery Community Fund, thanks to National Lottery players. Working in partnership with the largest community funder in the UK, the Improving Lives Through Advice programme will ensure continued access to specialist social welfare legal advice to some of the most marginalised communities in England. This funding programme aims to transform lives, address systemic issues, and empower individuals, families, and communities in need by funding organisations working at the frontline. The programme will also fund organisations embedded within communities, recognising the role they often play in providing inclusive, trusted spaces supporting individuals, families, and communities to access advice services when they need it most.

Help Accessing Legal Support (HALS) is a programme of The Access to Justice Foundation with the Ministry of Justice. We are working with organisations to sustain and improve access to early social welfare and family legal advice, to enable users to resolve these problems as early as possible and avoid the need for court or tribunal proceedings where possible. Where court or tribunal proceedings are needed, we expect the grant will provide the support needed to help people manage their way through the process effectively. A key feature of this programme is expected to focus on helping us all understand what works better in terms of service delivery and also to help make the case for future investment in this work.

This grants scheme will enable organisations to provide practical support to vulnerable EU citizens to help them make their EU Settlement Scheme application by 30 June 2021 and continuing support beyond this date. This support could be provided through a range of activities such as information giving, improving understanding of the scheme, provision of technology and direct assistance. It is essential that the support provided via the grants scheme leads to applications submitted to the Home Office. The grant scheme will ensure that the necessary support is available across the UK so that everyone who qualifies for the Scheme can complete the application process by 30 June 2021 and continuing support is available beyond this date.

Marginalised groups and people who have complex needs are particularly vulnerable to high levels of poverty and debt. Norfolk Community Law Service provides specialist debt and benefits advice, casework and representation targeted at prisoners and their families, other vulnerable people (such as those with mental health issues) and migrant workers, often in seasonal agricultural and tourism employment. The services aim to help them to reduce their debts, manage their finances and maximise their income, reducing financial exclusion, improving well-being and ultimately helping to prevent homelessness and re-offending.

The project will deliver specialist advice via a new IT system allowing several advice agencies to access client data in many locations to streamline services to clients. The project led by Norfolk Community Law Services Limited also aims to train volunteers to undertake specialist advice roles so that the impact of cuts to paid specialist provision is mitigated.
