TO PROVIDE FACILITIES FOR THE RECREATION AND OTHER LEISURE TIME OCCUPATION OF THE SAID PERSONS SO AS TO DEVELOP THEIR PHYSICAL AND MENTAL CAPACITIES AND IMPROVE THEIR CONDITIONS OF LIFE.3.
