(B) TO PROVIDE VOLUNTEER LIFE SAVING SERVICES TO THE BEACHES AND COASTLINE IN THE FRESHWATER AREA, AND TO ENSURE THAT THIS SERVICE IS EFFICIENT AND DEPENDABLE IN EVERY WAY.
