THE RELIEF OF THOSE IN NEED BY REASON OF DISABILITY IN BLACKPOOL, FYLDE AND WYRE BY:(A)THE PROMOTION OF COMMUNITY PARTICIPATION IN HEALTHY RECREATION BY THE PROVISION OF ASSISTANCE AND SUITABLE FACILITIES FOR PARTICIPATION IN SPORT, AND;(B)THE PROVISION OF FACILITIES FOR RECREATION OR OTHER LESIURE TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THE CONDITION OF LIFE OF THE SAID INHABITANTS. 2.
