IN PROVIDING AND SUPPORTING (WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS IN THE INTERESTS OF SOCIAL WELFARE) FACILITIES FOR RECREATION OR OTHER LEISURE-TIME OCCUPATION.
