THE DEVELOPMENT OF THE CAPACITY AND SKILLS OF THE SOCIALLY AND ECONOMICALLY DISADVANTAGED COMMUNITIES OF FRENCH SPEAKING AFRICA SO THAT THEY ARE BETTER ABLE TO IDENTIFY AND MEET THEIR OWN NEEDS AND PARTICIPATE MORE FULLY IN SOCIETY.
