THE PROMOTION AND ENHANCEMENT OF MILITARY EFFICIENCY BY ASSISTING RECRUITMENT AND RETENTION AND FOSTERING THE ESPRIT DE CORPS OF THE MEN AND WOMEN WHO ARE SERVING IN THE NAVAL SERVICE OR AUXILIARIES; AND3.
