(I) TO RELIEVE DISABLED PERSONS IN HILLINGDON BY PROVIDING PERSONAL ASSISTANCE AND WHEELCHAIRS, BOTH BATTERY DRIVEN, MANUAL, BATTERY DRIVEN SCOOTERS AND OTHER SIMILAR EQUIPMENT FOR USE IN THE TOWN CENTRE OF UXBRIDGE WITH THE OBJECT OF IMPROVING THEIR MOBILITY. THE SERVICE SHALL BE OFFERED WITH REGARDS TO THE USERS INDIVIDUAL NEEDS AND IN PURSUIT OF EQUAL OPPORTUNITIES.(II) THE MEANING OF 'DISABLED PERSONS' IS HERE TAKEN TO BE A PERSON WHO HAS A PHYSICAL, HAS A SENSORY OR LEARNING IMPAIRMENT EITHER TEMPORARY OR PERMANENTLY.
