FOR THE PURPOSES OF THIS MEMORANDUM THE WORDS BLIND AND BLIND PERSONS SHALL INCLUDE PERSONS WHO THOUGH NOT TOTALLY BLIND ARE SUBSTANTIALLY VISUALLY IMPAIRED AND WHO ARE THE INTENDED RECIPIENTS OF THE CHARITY'S OBJECTS
