    (A) TO PROMOTE THE BENEFIT OF THE INHABITANTS IN THE AREA COMPRISING THE RIVERSIDE, ABBEY AND BRICKLAYERS WARDS AS AT THE DATE OF THIS MEMORANDUM NOW FORMING PART OF THE LONDON BOROUGH OF SOUTHWARK AND INCLUDING THE WHOLE OF THE OLD METROPOLITAN BOROUGH OF BERMONDSEY WITHOUT DISTINCTION OF SEX OR RACE OR POLITICAL OR RELIGIOUS OR OTHER OPINIONS BY ASSOCIATING THE LOCAL AUTHORITIES, VOLUNTARY ORGANISATIONS AND INHABITANTS IN A COMMON EFFORT TO ADVANCE EDUCATION AND TO PROVIDE FULL TIME FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR RECREATION AND LEISURE TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITION OF LIFE FOR THE SAID INHABITANTS, AND, IN PARTICULAR, THOSE WHO BY REASON OF THEIR SOCIAL AND ECONOMIC CIRCUMSTANCES HAVE NEED OF SUCH FACILITIES WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE. (B) TO ESTABLISH OR SECURE THE ESTABLISHMENT OF A COMMUNITY CENTRE AND TO MAINTAIN AND MANAGE OR TO CO OPERATE WITH ANY LOCAL STATUTORY AUTHORITY IN THE MAINTAINANCE AND MANAGEMENT OF SUCH A CENTRE FOR ACTIVITIES PROMOTED BY THE CENTRE IN FURTHERANCE OF THE ABOVE OBJECTS.
