PROVIDED THAT THE TRUST SHALL NOT APPLY ANY PART OF ITS FUNDS DIRECTLY IN RELIEF OF RATES, TAXES OR OTHER PUBLIC FUNDS, BUT MAY APPLY FUNDS IN SUPPLEMENTING RELIEF OR ASSISTANCE PROVIDED OUT OF PUBLIC FUNDS.?
