(A) TO PROVIDE FACILITIES FOR RECREATION AND OTHER LEISURE-TIME OCCUPATION FOR HANDICAPPED CHILDREN IN STANSTED MOUNTFITCHET AND THE SURROUNDING AREA IN THE COUNTIES OF ESSEX AND HERTFORDSHIRE BEING FACILITIES OF WHICH SUCH CHILDREN HAVE NEED BY REASON OF THEIR YOUTH INFIRMITY OR DISABLEMENT OR SOCIAL AND ECONOMIC CIRCUMSTANCES AND BEING FACILITIES PROVIDED IN THE INTERETS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF SUCH CHILDREN AND (B) TO RELIEVE THE CONDITION OF SUCH CHILDREN.
