(2) IN OR TOWARDS THE LIQUIDATION OR REDUCTION OF DEBTS FOR THE TIME BEING CHARGED UPON OR PAYABLE OUT OF THE INCOME OF ANY CONGREGATIONAL CHURCH IN ENGLAND OR WALES.
