THE ADVANCEMENT OF THE ARTS FOR THE PUBLIC BENEFIT THROUGH THE PUBLIC DISPLAY AND EXHIBITION OF PAINTINGS AND ARTWORK OF ARTISTIC MERIT AT THE SHIRE HALL, CHELMSFORD.3. TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES IN CHELMSFORD AND THE SURROUNDING AREA IN THE WELFARE RECREATION OR OTHER LEISURE TIME OCCUPATION OF INDIVIDUALS WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR AGE, INFIRMITY OR DISABILITY, FINANCIAL HARDSHIP OR SOCIAL CIRCUMSTANCES WITH OBJECT OF IMPROVING THEIR CONDITION OF LIFE.
