FOR THE PURPOSE OF THIS CLAUSE “PEOPLE IN THE LAST YEARS OF LIFE” MEANS PEOPLE WHO ARE LIKELY TO DIE WITHIN THE NEXT 12 MONTHS OR WHO ARE LIVING WITH ANY LIFE-LIMITING OR DEBILITATING CONDITION WHO MAY BE IN THE FINAL PHASE OF THEIR LIFE.
