What this grant covers;ETF will run a competition and select delivery partners to design a suite of resources for use with refugees who arrive in the UK with no or very little English language proficiency. This will involve two work streams:Research: activities will involve the collection and analysis of qualitative data from the existing literature, refugees and those who deliver services to refugees in order to better understand what refugees need and existing good practice;Resource development: key outputs will be shaped by the research findings and will most likely include a screening test for learners, teaching materials based around 12 key themes which are considered useful for early integration, and guidelines for practitioners on how to differentiate to learners at different levels of proficiency and/or with different learning needs eg. Literacy. In this phase, the resources will be developed and tested. The grant will also potentially include a dissemination plan and hosting of these outputs on the ETF website.2. What outcomes are being sought.In the Integrated Communities Strategy published in February 2019, the Government committed to improve integration support for all refugees and English language support was one of the key areas identified for further action (see below).This pilot focuses on language support and cultural orientation during early integration. Intended outcomes for refugees include increased confidence as well as the knowledge and language skills needed for early integration activities such as using public transport, transactional exchanges in local amenities and building a social network. This will support the Governments overall aim of increasing integration support for all refugees.This intervention has strong links with cultural orientation in pre-departure settings and the transition between programmes should feel relatively seamless to beneficiaries. It will also provide links to wider integration services post resettlement e.g. mental health services. The impact of this training will be strengthened by a mainstream English language offer that meets the needs of refugees and creates opportunities to further progress language learning after the early arrival period. DfE are developing a national English language strategy, which will set out a long-term approach to improving language provision for refugees and others. These resources will support the strategy by creating new materials for teachers that are complementary to other CPD measures DfE is looking to take forward; and they will help generate learning about what works for refugees to inform future delivery.Submission to Ministers connected to the Integrated Communities strategy:The ICS response is an opportunity to build on the refugee integration narrative in the Green Paper. This included a policy shift towards increasing support for refugees recognised after arrival in the UK, and emphasis on working with partners. We can show progress on the main themes in the Green Paper:On English language: we will commit to an immediate action to develop resources to build the sectors capacity to deliver good quality pre-entry level provision. This will help to address reports that not being able to access appropriate provision at this level is a barrier to many refugees.In addition to the above on English language, a long term cross departmental approach is needed to tackle systemic issues that mean refugees cant always access appropriate learning. DfE will make a firm commitment in the ICS response to a national English language strategy for England. Following some initial reticence to commit to a National English Language Strategy by DfE, we are now seeing a commitment to explore more ambitious options here and close collaborative working at official level.
