- TO PROMOTE FOR THE BENEFIT OF THE INHABITANTS IN AND AROUND BASILDON, PARTICULARLY THESE WHO ARE UNEMPLOYED OR UNWAGED, BY ASSOCIATING WITH THE LOCAL AUTHORITIES, VOLUNTARY ORGANISATIONS, OTHER AGENCIES AND INHABITANTS IN A COMMON EFFORT TO ADVANCE EDUCATION AND TO PROVIDE FACILITIES IN THE INTEREST OF SOCIAL WELFARE FOR RECREATIONAL OR LEISURE-TIME BY MEANS OF PROVIDING OR ASSISTING IN THE PROVISION OF EDUCATION AND TRAINING FACILITIES AND BY THE PROVISION OF ADVICE AND WELFARE FACILITIES WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE; AND- TO ESTABLISH A COMMUNITY RESOURCE CENTRE AND THE MAINTENANCE AND MANAGEMENT OF SUCH A CENTREE
