(A) SUCH CHARITABLE PURPOSES FOR THE GENERAL BENEFIT OF THE INHABITANTS OF THE AREA OF BENEFIT AS THE CHARITY TRUSTEES THINK FIT FOR WHICH PROVISION IS NOT MADE OUT OF RATES, TAXES OR OTHER PUBLIC FUNDS, AND (B) RELIEF IN NEED ? THE RELIEF EITHER GENERALLY OR INDIVIDUALLY OF RESIDENTS IN THE AREA OF BENEFIT WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS, BUT NOT DIRECTLY IN RELIEF OF RATES, TAXES OR OTHER PUBLIC FUNDS.
