THE RELIEF EITHER GENERALLY OR INDIVIDUALLY OF RESIDENTS IN THE AREA OF BENEFIT WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS, BUT NOT DIRECTLY IN RELIEF OF RATES, TAXES OR OTHER PUBLIC FUNDS.
