PROMOTING CAPACITY BUILDING FOR COMMUNITIES AFFECTED BY CONFLICT, INCLUDING THOSE THAT ARE SOCIALLY AND ECONOMICALLY DISADVANTAGED, TO PLAY ACTIVE AND CONSTRUCTIVE ROLES IN CONFLICTRESOLUTION PROCESSES AND DECISION MAKING PROCESSES.4.
