We are seeking funding to allow us to deliver a dedicated Black and Ethnic Minority advice provision. At the moment we offer a mainstream advice service 5 days a week, an emergency drop in and an evening out of hours surgery. After evaluating our work and reviewing our statistics we have identified that 27% of our client base is from the increasing BEM community in the Broomhouse area. At the moment due to language barriers and other cultural issues we do not feel we are meeting their needs. We are also concerned that some of the clients do not have a sound understating of the various issues they are asking for help with primarily benefits and housing issues and we are worried that they are not comprehending the advice we are giving them. Many applications for various benefits or jobs are done online - and this can be extremely challenging if English is not your first language. We could help with that. Language is such a barrier to many of these clients who many have literally just arrived in this country and need support. Signposting is important and useful but we want to be able to support these clients in their own area where they are starting to feel more comfortable so more likely to engage with us. There is currently no support for this group of residents in the local Broomhouse area and we feel we are in a strong position to be able to deliver this new service with success as being a well established, trusted local project. Delivering the service locally would also reduce travel costs for clients already affected by poverty. We would recruit a specialised advice worker with additional languages for two days per week based in our offices in Broomhouse. Part of their remit would be to recruit and mentor volunteers that can deliver the service in support of their deliver so we can offer long term support to this client group whilst we continue to seek funding. We feel that we would be in a strong position to be able to fund this project longer term once we have statistical information that evidences need that we could gather during the duration of this grant. During these two working days we could offer 10 appointments . Offering support with various non-immigration issues. These would include benefit advice, housing issues, fuel poverty, training, employability and most other ancillary services.

It would also allow us time to review and monitor the services and prepare for future funding applications that would allow us to plan the future of the service. It has been such a successful pilot this continuation of funding would allow us to consolidate our presence in the area and be able to give a commitment to the clients that we will indeed be continuing with the service.

We are seeking funding to allow us to deliver, develop and test a dual outreach approach at two locations in Edinburgh. We will deliver our three primary services, - namely, Advice Provision, Employability and the Food Bank - in the Calder's Community Flat, located in Dunsyre House, West Edinburgh. From a different standpoint, we will offer advice to employees at Edinburgh's Saughton House Government Buildings. Each outreach approach will focus on a different demographic with distinct needs, however, the grounding aim of the project is to ensure advice is available and accessible. We will host a once weekly drop in session a week, within our normal operating hours at each location. This is an initial trial project to allow us to gather evidence on need, footfall and impact on the area. Primary Service Outreach at The Calder's Community Flat: We will: - Host one a drop in a week at the Community Flat, offering support to residents in the form of the food bank, employability support and an advice provision; - We will combat the effects of welfare reform, by encouraging income maximisation, raising awareness of benefit entitlements and offering an information pack to clients, ensuring they are aware of local services; - Build a strong community presence to encourage clients to seek support before reaching a crisis situation. The Community Flat, is an asset to the local community – in particular for three high rise blocks and the surrounding area, resident to over 2000 people. Data from the Scottish Index of Multiple Deprivation highlights the area is in the 5% most deprived in Scotland relating to health, education and income, and above 50% of residents are living in poverty. From analysis of our foodbank access statistics from April to September we have determined that 11.2% of foodbank clients are currently resident in either Dunsyre House, Medwin House or Cobbinshaw House. Additionally, we have noted that clients in this cohort have an increased rate of access due to benefit issues, for example, 42% of our client's resident in this area accessed the foodbank due to issues with their benefits – 57% of this being benefit sanctions. Compared with the wider client group in which 31% of clients access the foodbank due to benefit issues, with 50.1% of that being due to benefit sanctions. This, coupled with consultation with the volunteers at the Community Flat highlights that there is a need for our primary services in the area. Supporting some of the city's most vulnerable residents in an informal space that they are comfortable will encourage service engagement; the accessibility of the service also has the potential to encourage residents to seek support before reaching crisis point. At present, there are no other services operating in the immediate area. Advice Outreach at Saughton House: Saughton House is a Scottish Government office in Edinburgh. There are over 500 members of staff, typically working from 9:00 to 17:00. Currently, we offer out of hours Advice, supported by CHAI (Community Health and Advice Initiative) this service has been very well received, especially by those unable to attend office hour's appointments due to their working hours. We aim to develop the accessibility of Advice Provision while acknowledging that 17%, or around 880,000 people of working age in Scotland are living in relative poverty, a rise of 2% on the previous year – 64% of this number were living in working households, signifying a continued rise of in work poverty. This, alongside the popularity of our out of hours service and consultation with staff at Saughton House, demonstrates the need for this project. There is no in-house support service within the offices and we have seen an increase in workers accessing our services - although on their exit questionnaire 80% of clients informed us that they struggled to access our services due to their working patterns.
