    (a) To promote the benefits of the inhabitants of Westquarter, Redding and environs without distinction of political, religious or other opinions, by associating the Local Authorities, Voluntary Organisations and inhabitants in a common effort to advance education and to provide, or assist in the provision of, facilities, in the interests of social welfare, for recreational or other leisure-time occupation with a view to improving the said inhabitants conditions of life To secure the establishment of community facilities and to co-operate with the Local Statutory Authority in the maintenance and management of the Community School for activities promoted by the Community School Project in furtherance of the above objects or any of them
