This proposal aims to: 1 - Shape a consensus and wider public debate around taxation, with a focus on delivering economic and environmental justice 2 - Limit and counter an agenda of tax cuts (and departmental expenditure cuts) as well as regressive or environmentally damaging tax reforms 3 - Put forward, and build a consensus around, a small number of deliverable but ambitious proposals for a fairer system of taxation in the UK We will use the IPPR Centre for Economic Justice's profile in Westminster and the media to make strategic agenda-setting interventions in debates around tax reform and further develop relationships with specific media outlets to shape how tax reform is reported in the mainstream media.

This will contain the Commission's overall analysis and policy recommendations arguing that the UK needs to establish a new economic settlement.We are currently planning a major engagement and communication campaign around the report's launch. The report will be published as a book and made available in bookshops, which will greatly assist in getting the message out to the wider public. However, in order to embed the arguments and recommendations firmly in public policy debate we need to continue to work on this after the report is published. It is for this influencing strategy that we are seeking follow-on funding.

IPPR will carry out a community research programme aimed at gaining a deep understanding of the dynamics that drive local concerns about migration in these areas and which factors enable or block the process of integration for migrants. IPPR will work with local actors to map key assets within the local community that can be mobilised by local policymakers, and will co-host a series of deliberative workshops with residents aimed at engaging local actors to build strategies that can have local support. Finally, IPPR will provide sources of good international and domestic practice, and will give them access to an exchange network to enable them to share experience and learn from others facing similar challenges, including via a trans-Atlantic learning exchange with the ‘Welcoming Cities’ programme in the US.
