(B) TO ADVANCE PUBLIC EDUCATION CONCERNING THE CARE AND TREATMENT OF THOSE REQUIRING SUCH FULL TIME CARE AND TREATMENT BECAUSE OF AGE, DISABILITY OR SICKNESS.
