The National Security Council, chaired by the Prime Minister and attended by the Home Secretary, agreed a package of measures to offer to locally engaged (LE) staff in Afghanistan who will be made redundant as a result of the drawdown of UK forces. LE staff who were in HMGs employ on 19th December 2012 but subsequently revised to 1st May 2006 and who have accrued 12 months service will be eligible under the scheme. The offers made under this scheme are additional to the usual redundancy terms in LE staff employment contracts. The package has three elements:Up to 5 years paid training or education in Afghanistan, or;18 months salary, paid in instalments, or;Relocation to the UK, but only for interpreters or equivalent grades in front line roles outside the wire in Helmand, with their immediate family.The purpose of this grant steam is to provide participating local authorities with funding to deliver the reception and integration measures to those former staff and their immediate family members (spouse and minor dependent children) who choose to relocate to the UK, and who satisfy the Immigration Rules governing the scheme and are granted a visa. This objective is in-line with the commitments made by Secretary of State for Defence in his Written Ministerial Statement of 4th June 2013.The following activities are funded under each grant agreement:Integration supportReception arrangements for new arrivals and, where appropriate their immediate family members, at the airport, including handover from flight escorts and welcome briefing.A package of advice and assistance to cover employment, welfare benefits, housing, health, education and utility supply. Specifically, this package should ensure that new arrivals are registered with GPs, registered with their local Job Centre Plus, receive a National Insurance Number and assistance to secure school places for school aged children.Orientations to the local area.AccommodationFour months accommodation from the date of arrival. The accommodation will be in accordance with Local Authority housing standards and should be modestly furnished.The provision of a baby pack, comprising a cot, high chair etc, for any child under the age of 2 years.Overnight accommodation near the airport if travel to the local area is not feasible at the time of arrival, with transfer to accommodation the next day.Cash SupportCash payments pending access to and receipt of mainstream welfare benefits or securing employment, whichever occurs first. These payments will be equivalent too Job Seekers Allowance rates for adults, ando asylum support rates for childrenPayments will be made on the basis of need and only up to the point at which mainstream welfare benefits are received or employment is secured, whichever occurs first. The local authority should ensure every effort is made to keep the period of payment to as short a time as possible by assisting new arrivals to make a claim for welfare benefits, and it should not exceed four months.TransportTransport from the arrival airport to the accommodation.Specific additional supportAdditional payments will be made following prior agreement with Ministry of Defence and Foreign and Commonwealth Office for costs arising from specified medical cases and large families

To award funding to local authorities so they can provide new arrivals to the UK, who have been relocated under the Afghan locally engaged staff ex-gratia scheme, with an initial package of assistance to help them adjust to life in the UK. The funding will be used to provide new arrivals with:transport from arrival airport to the accommodationaccommodation for four months;financial assistance pending access to welfare benefits or the new arrival securing employment (whichever occurs first, but nevertheless limited to four months); andintegration support, including but not limited to providing employment advice and assistance accessing services and benefits.financial assistance to support for an extended period in specified medical casesfinancial assistance to support accommodation and living costs for large families (6+)
