TO PROVIDE OUTREACH, RESPITE AND HOSPICE CARE FOR CHILDREN AND YOUNG PEOPLE WITH SPECIAL NEEDS IN THE LONDON BOROUGHS OF TOWER HAMLETS, NEWHAM, HACKNEY, BARKING, DAGENHAM, WALTHAM FOREST, REDBRIDGE, ISLINGTON, CAMDEN, BARNET, HARINGEY AND ENFIELD OR EXTENDED AS THE BOARD OF TRUSTEE DIRECTORS DECIDE. FOR THE PURPOSES OF THISMEMORANDUM SPECIAL NEEDS IS DEFINED AS THE NEEDS OF CHILDREN/YOUNG PEOPLE SUFFERING FROM ANY IMPAIRMENT OR DISABILITY HOWEVER CAUSED WHICH RESULTS IN THEIR REQUIRING A LEVEL OF PERSONAL CARE AND ATTENTION WHICH IS SUBSTANTIALLY HIGHER THAN THAT WHICH WOULD BE REASONABLY REQUIRED BY A CHILD/YOUNG PERSON OF A SIMILAR AGE WITHOUT SUCH IMPAIRMENT OR DISABILITY.
