Help Accessing Legal Support (HALS) is a programme of The Access to Justice Foundation with the Ministry of Justice. We are working with organisations to sustain and improve access to early social welfare and family legal advice, to enable users to resolve these problems as early as possible and avoid the need for court or tribunal proceedings where possible. Where court or tribunal proceedings are needed, we expect the grant will provide the support needed to help people manage their way through the process effectively. A key feature of this programme is expected to focus on helping us all understand what works better in terms of service delivery and also to help make the case for future investment in this work.

Building on previous projects to provide free legal advice, the project will expand the network of independent clinics in Wales providing free legal advice with the aim of facilitating more clinics in healthcare and community mental health settings to improve access for vulnerable people. The project will recruit law firms and agencies to increase the number of volunteer lawyers and law students available for pro bono work at clinics. It will also provide training sessions for volunteer lawyers, provide practical assistance for setting up clinics, provide professional indemnity insurance where needed and generally facilitate and support pro bono work in Wales. £422,760 over five years will pay for wages, freelance fees, recruitment, training, overheads,, marketing, translation, monitoring and evaluation.

It will be based in Rhyl, Caerphilly, Merthyr Tydfil, Rhondda Cynon Taff, Swansea, Bridgend, Wrexham and Cardiff and will also develop the capacity in Wales to provide free legal advice for the future. The grant will be used to fund two new part time Legal Advice Project officers and associated costs including outreach costs and a contribution towards overheads.
